The voiceless glottal approximant is a consonant. The IPA symbol for it is ⟨h⟩, but the approximant can be distinguished from the fricative (the IPA symbol is called a fricative by the IPA) by a diacritic ⟨h̞⟩. An effort undertaken in the Kiel Convention in 1989 attempted to move both voiceless and voiced glottal fricatives, to approximants.
